Make Snap to Grid active and then make the grid visible.
Create a circle using the Ellipse tool in every other square for two rows.

Choose all the circles and drop them into Symbols. You can preserve the halftone dots for future use. Save Symbols under a new name.

To create a halftone pattern, make two layers. Drop the dots from the Symbols palette onto the top layer.

Change the colour of the dots with the settings shown below. Drop them in the Swatches palette. Name the swatch. If you want smaller dots at this point for a halftone pattern, select all of them and reduce the size. Then drop them again in the Swatches palette.
Create the artwork on the bottom layer to make it easier to manipulate the back layer.

Duplicate it. Make a new layer and move the duplicate above the blue.
Move the duplicate layer over the original.
Reduce the dots and drop them again in the Swatches palette to create a pattern smaller than the original.
Continue to reduce the size of the dots and make several sizes of dot patterns to replicate halftone.

Change the back layer to a gradient. Then change the halftone upper layer to a transparency mode of Soft Light.
